PUBLIC NOTICE FROM CITY OF PUNTA GORDA
COMMUNITY DEVELOPMENT BLOCK GRANT – DISASTER RECOVERY (CDBG-DR)

Public Comment Period Open Through September 22, 2025

The City of Punta Gorda Charlotte County is providing Public Notice of its intent to apply for funding under the Community Development Block Grant – Disaster Recovery (CDBG-DR) program. These funds support long-term recovery by addressing unmet infrastructure needs resulting from the 2023 and 2024 Storms. The program is funded by the U.S. Department of Housing and Urban Development (HUD) and administered by Florida Commerce to benefit low-to moderate-income communities and address urgent national objectives to mitigate future disaster impacts.

The CDBG-DR grant is designed to provide funding to communities affected by major disasters such as hurricanes and floods. The purpose of the program is to help communities recover and rebuild by providing financial assistance for a variety of projects such as housing rehabilitation, infrastructure improvements, and economic development.
The City of Punta Gorda anticipates requesting approximately $43,750,000 in CDBG-DR funding for the infrastructure projects described below. Each project total includes a 5% administrative cost allocation to support grant compliance, financial management, and reporting.

Proposed CDBG-DR Projects

Public Safety

• New Police Station and Emergency Operation Center – $28,000,000
Construct a new police station equipped with an appropriate emergency operations center. The facility will be located out of the surge zone, permanently hardened, meet all applicable public safety requirements, and ensure uninterrupted operations during severe weather and extended power outages.
• Upgrade Communications Infrastructure – $2,000,000
Implements system-wide improvements to the city emergency communications to include encrypted radios and consoles and other infrastructure. Enhances reliability, interoperability, and resilience of 911 and first responder systems during and after disasters.

Water Quality

• Collection Basin Inflow & Infiltration (I&I) rehabilitation and upgrades – $5,500,000
Replace and rehabilitate aging wastewater infrastructure in the Lift Station 30 service area. The project will replace approximately 8,300 linear feet of sewer mains, rehabilitate 24 manholes, improve 28 service connections, and upgrade Lift Station 30. These improvements will reduce stormwater and groundwater infiltration
• Cured In Place Piping (CIPP) – $1,500,000
Rehabilitate deteriorated wastewater mains by using Cured-in-Place Pipe (CIPP) lining. This will restore structural integrity, prevent infiltration and inflow (I/I) from groundwater and stormwater, and extend the lifespan of the aging infrastructure with minimal disruption to the community.
• Master Water / Wastewater & Disaster & Cost Recovery Plans – $750,000
Secure funding for critical planning efforts by developing a comprehensive Master Water and Wastewater Plan to guide the long-term management and development of Punta Gorda's water resources and infrastructure, and creating a robust Disaster Cost Recovery Plan to ensure swift financial recovery following natural disasters.
